An important scientific literature is not studied, and traditional psychology lacks needed developments as a consequence. On the other side, many behaviorists reject (or ignore) anything that uses mentalistic terminology or does not employ behavioral methods, or that is part of the large (and denigrated) literature of psychology. What this means is that a vast scientific literature is unknown to radical behaviorists. Entire fields of psychology—including personality and personality measurement—are not considered.

But PB has empirical and methodological development at each of its levels of study and is heuristic at each level. Demand for Progressive Detail The framework theory methodology explicitly recognizes its incompleteness, in contrast to the part-to-whole method, which hides incompleteness by rejecting that which it cannot treat. Essentially, if a theory is a framework it must be filled in. That means the program must be a systematic, longterm, continuing effort, involving many people. That recognition is one of the strengths of the framework theory, because it can be clear just how much development it needs.

For example, when the basic learning principles are used to establish a theory of language (and cognition) at the Human Learning and Developmental Levels, this is an application. And, continuing, when that theory of language is used to establish a theory of intelligence, this is an application. When that theory of intelligence is used further to consider developmental disabilities in the Abnormal Psychology Level this too is an application. The present position is that each of the levels has unique methods of study to discover, unique phenomena to study, unique principles and concepts to formulate, and it has the task of relating these materials to the levels below it and to the levels above it.
